“Is Pak Game legal in Pakistan?” is one of the most important questions to ask before you register, deposit, or share the app with friends. The short answer is that Pakistan does not license online real-money gaming, and its gambling laws prohibit betting on games of chance. This article explains the main laws in plain English, what the government has done about gambling apps recently, and what that means for you as a player.

What kind of platform is Pak Game?

Pak Game is a real-money gaming platform where players deposit money, place bets on outcomes, and can win or lose that money. Most of its games are based on chance rather than skill.

The main games, explained in our Pak Game games list, include:

  • Win Go – predict a colour, number, or Big/Small result.
  • Aviator – a crash game where you cash out before a multiplier stops.
  • K3, 5D and TRX Win – lottery-style number games.
  • Dragon Tiger – a simple card comparison game.

Because players stake money on uncertain results, these games fall under the general idea of gambling in most legal systems. That is the key point when looking at Pakistani law.

Which Pakistani laws apply to online gambling?

Pakistan’s approach is prohibition, not regulation. There is no authority that issues licences for online casinos or betting apps.

Law / provisionWhat it covers (simplified)
Public Gambling Act 1867Colonial-era law prohibiting public gambling and gaming houses; still the base gambling law.
Pakistan Penal CodeContains provisions against running unauthorised lotteries and prize schemes.
Prevention of Electronic Crimes Act (PECA) 2016Gives the Pakistan Telecommunication Authority (PTA) power to block unlawful online content.
Anti-Money Laundering Act 2010Targets suspicious money flows; relevant where betting payments are disguised as normal transfers.
Constitution, Article 37(g)A Principle of Policy directing the State to prevent gambling, among other things.

None of these laws were written with smartphone apps in mind, which is why enforcement mostly happens by blocking websites and apps rather than through a licensing system.

Has PTA blocked gambling apps?

Yes. In August 2025, the Cabinet Division told the National Assembly that PTA had blocked 184 gambling-related websites and apps, according to ARY News (6 August 2025).

The same report noted that legal action against individuals is outside PTA’s jurisdiction and that PTA’s blocking powers have limits. In practice, this is why many betting platforms keep switching domains: when one address is blocked, a new one appears. That cycle also creates space for fake look-alike sites, which our official link guide helps you spot.

What is the 2025 Islamabad High Court petition?

On 5 September 2025, a citizen filed a writ petition in the Islamabad High Court asking for a ban on online gambling apps, as reported by ProPakistani.

According to that report, the petition:

  • Named the Ministry of Interior, PTA, FIA, the State Bank of Pakistan and PEMRA as respondents.
  • Cited the Public Gambling Act 1867, the Pakistan Penal Code, the Anti-Money Laundering Act 2010 and PECA 2016.
  • Alleged that betting payments are routed through digital wallets such as Easypaisa, JazzCash and SadaPay, disguised as person-to-person transfers.
  • Asked for blocking of gambling apps and ads, detection of gambling transactions, and awareness campaigns.

The report covered the filing only; it did not report a final ruling. Check recent news for the current status.

What does this mean for Pak Game players?

The biggest practical issue is not a knock on the door — it’s that you have no legal protection. If a platform freezes your balance, delays a withdrawal, or disappears, there is no regulator to complain to and no licence to revoke.

Here is what that means day to day:

  • No guaranteed payouts: Withdrawals depend entirely on the operator. Our Pak Game real or fake review looks at the warning signs.
  • Domains can be blocked: The site or app you use today may stop opening tomorrow, and copycat sites may appear in its place.
  • Wallet transactions may be flagged: Payment providers and banks monitor for gambling-related transfers, and accounts can be restricted.
  • Scams target players: Fake “hacks”, fake support numbers and fake APKs are common. See why a Pak Game mod APK or hack is never safe.
  • Debt risk: Chance-based games are designed so the house wins over time. Losses can add up quickly.

Our view: If you choose to play, treat any money you deposit as money you may not get back. Never borrow, never use family savings, and never play to “win back” losses. Our responsible gaming page has limit-setting tips and warning signs.

What about the religious perspective?

Many Pakistanis also consider the religious dimension. Gambling (maysir or qimar) is widely regarded as prohibited in Islam, and this view is reflected in the Constitution’s policy principles. If this matters to you, it’s worth discussing with a scholar you trust before playing.

If you still play, how can you reduce risk?

We don’t encourage gambling, but if you are an adult and decide to use a platform like Pak Game, these steps reduce the harm:

  1. Play only if you are 18 or older.
  2. Set a fixed monthly limit you can afford to lose, and stop when it’s gone.
  3. Use only the official app or site — never links from strangers.
  4. Never share your password or OTP with anyone, including “support” on WhatsApp.
  5. Withdraw winnings regularly instead of leaving large balances on the platform.
  6. Keep records (screenshots, transaction IDs) of deposits and withdrawals.

Roman Urdu mein samjhein

Pakistan mein online gambling ka koi license system nahi hai. Public Gambling Act 1867 aur doosre qawaneen gambling ko mana karte hain, aur PTA ne 184 gambling apps aur websites block ki hain (August 2025). Pak Game jaise real-money games mein paisa doobne ka khatra hota hai aur aap ke paas koi qanooni protection nahi hoti. Yeh qanooni mashwara nahi hai — apni situation ke liye kisi wakeel se poochein.

In short: Pakistan prohibits gambling and offers no licence for online betting apps, PTA has blocked hundreds of such sites and apps, and a 2025 court petition seeks a full ban. If you use Pak Game, you do so without legal protection. Read our main Pak Game guide for the full picture before deciding.
